time being. 6 other duly qualified inhabitants of the Burgh to be elected & [obscured] commissioners of supply, of which commission the Provost for the time being is ex officio the chairman. One third of the elected [commissioners] retire annually, & their places are filled up by others, Previous to establishment of the Harbour Commission the whole management was vested in the magistrates, & Town Council of the Burgh, & all the dues received went to the [obscured] burgh fund, but now with the exception of £ [obscured] paid annually to the magistrates & Town Council all the sums received are devoted to the liquidation of the debt incurred in making the harbour & in improving & maintaining the works of the harbour. A new pier is about to be erected from the [end] of East Quay to the NE [Northeast] end of Port Brae, tenders for the erection of which are to be deposited by first week in March 1854.
