irrelevant or so feeble as to correspond in no considerable degree to
the effect. The real cause or at least the prime and most powerful
one appears to be the illegal destruction of fish during the close season
in the higher Tweed and its tributaries. But the Tweed always
has and will bear the character of being one of the best trouting
rivers in Scotland.
