The following description of Elgin is taken from the New Statistical Account of Elginshire- "Elgin is the county town, - the seat of the presbytery. - of the law and county courts. About the beginning of the eleventh century it appears to have been a considerable town, with a royal fort. The earliest Charter of Guildry was granted by Alexander II. in 1234. This charter was subsequently confirmed; and various local taxes remitted at different dates by the Earls of Moray, to whom the town was subject as Constables of the King's fort. Grants of land and other concessions by Alexander, Robert, James, I. II. and VI. were ratified by Charles I. in a charter dated the 8th of October 1633. The gross revenue of the burgh at present is about £600 per Annum. The town's arms represent St. Giles in a pastoral habit, holding a book in the right hand and a pastoral staff in the left with this motto "Sic iter ad astra"
Since the passing of the Reform Bill the limits of the royalty have been greatly extended, and include the populous village of Bishopmill, in the Parish of New Spynie. The number of the enrolled constituency is 277, but at least twenty more have a right to the elective franchise who have not qualified. Along with Cullen, Banff, Peterhead, Kintore and Inverurie, it sends a Member to Parliament and is the returning burgh. ** There are various remains of religious houses in the Parish, the most interesting and magnificent of which are those of the Cathedral at the east end of the town." There are several elegant public buildings, chiefly among which are Grey's Hospital, Andersons Institution, the District Lunatic Asylum, Town & County Buildings, & a few branch Banks. The Streets are wide and cleanly kept & the houses are commodious & generally in good repair. The Municipal is only coextensive with the Parliamentary boundary of the City at two points. The Authorities such as the magistrates & others hold that City is the legal name of the town & it being so designated in all the Records & Public documents relating to Elgin that has been adopted though the town is scarcely entitled to that designation from its size or importance |

The following description of the Boundary of the Parliamentary Burgh of Elgin is copied from the Reform Act of William 4th. dated 17th. July 1832.
From the Bridge on the Fochabers Road over the Tayack Burn, up the Tayack Burn to the Point at which the same would be cut by a straight Line to be drawn thereto due East from Palmer Cross Bridge; thence in a straight Line to Palmer Cross Bridge; thence in a straight Line to the Point at which the River Lossie would be cut by a straight Line to be drawn from Palmer Cross Bridge to Sheriff Mill Bridge; thence down the River Lossie to the Bridge over the same on the Road from Old Mills to Quarry Wood; thence along the Road from Old Mills to Quarry Wood to the Point at which the same joins the Road by Morristown to Lossiemouth; thence down the Road by Morristown to Lossiemouth to the Point at which the same meets ( at the Cross of Bishop Mill), another Road to Lossiemouth; thence in a straight Line to the Bridge first described.
The Parliamentary Burgh of Elgin includes part of the parish of Spynie on the north and south of the River Lossie and a part of the parish of St. Andrews Lhanbryd on the east side of the the said river, and in which Newmill Manufactory and Kings Mills are situated. |

It leaves out a portion of the Parliamentary Burgh in the parishes of Spynie and St. Andrews Lhanbryd on the north east; and on the West and south it also leaves out a portion of the said Burgh in the parish of Elgin see Boundaries on the Sketch Map. |

"This is an interesting relic of the Ancient Architecture of Moray. It was at one time known as Dunfermline House, but is now generally called the Bishop's Palace or Town House it having been built by Bishop Stewart or Hepburn in the thirteenth century as a town residence in connection with the Cathedral. Its walls are still standing but only the lower flat is roofed - On the Alienation of the Church lands it became the property of Alexander Seaton Earl of Dunfermline and subsequently was purchased by the Duke of Gordon." |

"A strong wall, eight feet high, surrounded the Cathedral and enclosed a space of 900 yards in circumference, called the college, which included the manses and gardens of the resident canons and dignified clergy" The only remains of this wall now standing are the Pan's Port, a small piece in a field south of Pans Port and the foundation wall of a row of houses at Collie Street which formed part of the south and western boundary of the precincts of the Cathedral. The remaining portion on to the river is supplied on trace from the general supposition of persons in the locality but it has not been identified through the want of remains to denote its exact position. The sites of the different manses could not be shewn, nearly all trace of their positions being lost. |

"This noble edifice was founded by Bishop Andrew Murray in the year 1224, on the site of the Church of the Holy Trinity at the north east extremity of the town and, as he lived 18 years, it is probable that if he did not finish he greatly advanced the building.
The Wolfe of Badenoch having seized upon and kept violent possession of some of the Bishop of Moray's lands, was excommunicated for this outrage, and in resentment burnt the town, the parish church of St. Giles, the Maison Dieu, the Cathedral and the greater part of the College in 1390 - The Cathedral was rebuilt with as little delay as possible in the form of a passion or Jerusalem cross, having 5 towers, two at each end and one in the centre. In the interior it had what is called the Nave for the numerous and splendid processions of Christian worship under Papal guidance, Aisles for the reception of the multitude to witness these processions, and a Choir for the actual performance of the sacred rites. On the north side was the Chapter House, communicating with the Choir by a valled vestry. These essential appendages of Romish worship, necessarily occupied a space of great magnitude as the following measurement, which is nearly accurate will shew:- Length of Cathedral over walls 264 feet, breadth 35, traverse 114, height of centre tower198, eastern turrets 60, western towers without the spires 84, side wall 36. The whole was of Gothic Architecture, in the style called "decorated English. This costly and imposing edifice stood entire in all its grandeur, until the Government of the Regent Morton was driven to the miserable shift of passing an Act of Council in the 14th February 1568 for stripping the lead off the Cathedral Churches of Aberdeen and Elgin, and selling it to pay the troops. This order was too faithfully executed and the Cathedral of Moray, thus uncovered, was suffered to decay as a piece of Romish vanity, too expensive to be kept in repair, The wooden work of the great tower gradually decayed and the foundation giving way it fell in the year 1711. The Chapter House, an exact octagon with a vaulted roof 34 feet high & supported in the centre by a column 24 feet high & 9 in circumference, on which rest arched pillars from each angle of the sides, is in good preservation. The turrets and walls of the Choir on the east end , and the towers on the west, between which was the grand entrance with its deep recess and bivalved door richly ornamented, are still standing at the dimensions already specified, but of the walls of the Nave and traverse only a few fragments remain." On the south side is St. Mary's Aisle the burying place of the Dukes of Gordon which is roofed and in good preservation. Near the central tower is a Runic Pillar or Cross which was found in High Street in 1823 a little to the east of the old Church of St. Giles and is evidently incomplete. This handsome structure was erected at a cost of £6000, as an hospital for the sick poor of the county, and was opened for the reception of patients in 1819. On the ground floor of the house are apartments for the resident physician and Matron, the dispensary &c. On the second storey are lofty, well lighted and airy wards for ordinary patients, the males occupying the north end and the females to the south. The third storey is set apart for fever & small-pox patients, a separate entrance having recently been formed for the latter class. Dr. Alexander Gray, the benevolent founder of this institution was a native of Elgin, and having acquired an ample fortune while in the service of the East India Company, he bequeathed the munificent sum of £20,000 for the building and endowment of an hospital. Besides the resident physician, two medical attendants visit the Hospital daily & the Committee of the Town Council inspect it monthly, & report the number of patients & state of the Establishment. |

This asylum was originally built in 1834 by voluntary assessment on the landowners of the county. After the passing of the lunacy Act it became necessary to erect an asylum with ample accommodation for the insane of the county. In 1865 the directors sold the old buildings and site to the new Lunacy Board, who built the present handsome commodious structure - Generally speaking the house may be said to consist of three ranges of buildings two storeys high, running parallel to each other, but joined together in front so as to give it the appearance of one solid block. Besides the ground within the walls the Board have a long lease of a tract of land on the Estate of Main, belonging to Col: [Colonel] the Hon. [Honourable] James Grant, the cultivation and improvement of which affords excellent excercise & amusement to those of the inmates who are able for out-door excercise. The Ancient royal Castle of Elgin, the remains of which still exist on Lady Hill, consisting of part of the Keep or square tower and several detached portions of the walls. It is believed to have been erected by David I and occupied as a royal Castle for several centuries. It is called a royal fort by Shaw in his History of the Province of Moray but "Castle" is its proper designation & it is so termed in a Charter as far back as 1160. The Earls of Moray were its hereditary constables & the hill on which it stood still belongs to their representative. |

The Inverness and Perth Junction Railway Company was incorporated in 1861, for promoting a line of railway from Forres by way of Grantown to Perth. The works were completed & the line opened throughout in 1863. This Seminary consists of two plain buildings, one on the south & the other on the north side of a play ground whose east & west sides are enclosed by a high stone wall. It was erected in 1800 principally by public subscription & is under the patronage and control of the Town Council and is partly endowed and partly supported from the funds of the town. There are three Separate departments, English, Mathematical, and Classical - under respective masters. The classical and mathematical classrooms occupy the north side & the English classrooms & janitor's house stand on the south side of the play ground. There are several educational endowments connected with this Academy, the principal being the Ettles Bursary, the Macandrew Prizes, and the Allan's Reward of Merit all of which are bequests of money left to the Academy for these objects by the persons whose names they bear. The Schools are examined by Clergymen selected by the patrons, previous to the summer vacation which commences about the end of June. |

This School was erected in 1824 under the patronage of the Six Incorporated Trades for the education of the children of their class. It is an excellent school-room, with house and garden for the teacher and was built by public subscription, aided by a grant from Parliament of £120. The average number of scholars is about 145 & the normal branches of Education are taught. It was endowed in 1657 by the Incorporated Trades and they still support it. |
