Board of Supervision and the County Council
of Sutherland.

MY LORDS AND GENTLEMEN, -

In presenting this Report - on the Sanitary
condition of this County as a whole, I feel called upon to express my
deep sense of the honour which attaches itself to the position of being
the Medical Officer on whom devolves the duty of giving the first
Annual Report.
Sanitation has entered a new era, and to be the recorder of the
facts and effects attending the first steps of its progress fills my mind
with an additional sense of responsibility. It is a new work, and to
make its nature and aims the more thoroughly understood, it will be
necessary to state some facts pertaining to the conditions which
obtained antecedent to its inception. There will consequently be
more in this Report relating to the basis of operations - the physical
and historical condition of the County - than perhaps will be necessary
to state in any future Report.
Geographically, this County has long been known and mapped
out, but the facts relating to its Geology are not yet fully known.
Any data, therefore, of value regarding its Geology or Climate can be
more profitably left over till an opportunity occurs of having recourse
to exact sources of information on these subjects in their relation to
The Public Health.
