page 38, in the printed copy of the statute; that the vouchers applicable to these Accounts be marked in running numbers; and that the Books be annually sent up for inspection of the Committee appointed by General Meetings.
2d, That in the charge against the Trustees, the whole sums of Toll rents for the year be stated, and that the credit side of the account contain the various articles of expenditure, to be instructed by vouchers; and when the case so requires, specifying likewise any arrears outstanding that the balance may be correctly struck.
3d, That accounts not finally settled in one year be always carried to next year's account, so that a full and distinct view may be had upon this separate article.
And the Meeting order and direct all concerned to give obedience to these Rules in time coming.
April 30, 1821. RESOLVED in General Meeting.-
That all the Accounts and Vouchers of Receipt and Expenditure on Turnpike roads within this County ought in future to be transmitted to the General Clerk, to be by him laid before the Auditor, six days previous to the meeting of the Committee, so as due time may be allowed for their examination.

III. - STATUTE LABOUR ROAD ACCOUNTS.
The terms of the Act of Parliament on this subject are clear and distinct, and are appointed to be strictly complied with in future, particularly the clause authorising a fine to be imposed on the District Clerk who shall not conform to the Rulesthere laid down.

IV. - PROCEDURE RELATIVE TO DIVISIONS OF VALUED RENT AND VALUATION ROLL, &c.
April 30, 1821.
The Hon. [Honourable] WILLIAM MAULE, Preses.
RESOLVED in General Meeting, -
1st, That in order to preserve regularity in future divisions of valued rents, every Petition for such division shall be accompanied by a Certificate signed both by the Clark and Collector of Supply, bearing that the cumulo valued rent of which a division is craved, amounts to the sum stated in the Petition.
2d, That when a Decree of Division of valued rent is pronounced, the Clerk shall, previous to issuing an Extract of the Decree to the parties, forward the Extract to the Collector, in order that he may enter the particulars of the Division in the Cess Book; and the Collector, after certifying upon the Extract that such entry has been made by him, shall return it to the Clerk, to be then given out to the parties interested.
3d, That at the General Meeting of Commissioners of Supply, on thirtieth April yearly, the respective Valuation Rolls in the hands of the Clerk and Collector shall be produced and compared with each other, and with the Records of the Decrees of Division pronounced during the year, in order that it may be seen that the Divisions have been properly entered.

V. - INTIMATION OF COUNTY MEETINGS CALLED FOR SPECIAL PURPOSES.
RESOLVED, - That it be in time coming a Standing Order of this County, that all Special Meetings of the County, which may be called by the Convener on a requisition addressed to him, or otherwise, shall (except in cases of emergency where it shall appear to the Convener necessary to deviate from this rule) in the future, be advertised, at least twice in one of the oldest weekly Papers, published in Dundee and Montrose, previous to the day of the Meeting, and once in the Edinburgh Evening Courant; and the purposes of such Meeting shall be specially stated in the Advertisment, in order that all those who wish to attend such Meetings may have sufficient intimation given to them.

VI. - RULES AS TO THE PRESENTMENT OF PETITIONS, REPORTS OF COMMITTEES, &c . AND PROCEEDINGS AT GENERAL MEETINGS.
RESOLVED, - That it be a Standing Order of this County, that all Petitions in regard to the shutting up, suppressing or altering, Roads; Petitions for Division of valued rent; Applications for Aid from the Rogue money, or Bridge money; Petitions in regard to Highways, Bridges, and Ferries; and all applications of a similar nature, together with Reports of Committees on any of these subjects, and such papers connected therewith as may be intended to be laid before any General or Adjourned General Meeting; and also the Title Deeds of those Gentlemen claiming Inrollment as Freeholders, shall be lodged in the Clerk's hands, two days at least previous to the day of holding such Meeting.

VII. - PAYMENTS FROM THE ROUGUE MONEY TO JUSTICES OF PEACE, CLERKS, AND FISCALS; AND PRECOGNITIONS LED BEFORE JUSTICES OF THE PEACE.
April 30, 1817
RESOLVED in General Meeting that the Clerk and Procurator Fiscal of the Justices in every district be allowed from the Rogue money their expenses in taking precognitions for lesser offences; but that in greater offences, or any offences which are likely to be reported to the Crown Agent, or tried before the High Court or Circuit Court of Justiciary, they shall only be allowed the expense of presenting Petitions for apprehending and imprisoning criminals, or search warrants; it being understood that in these last cases the Procurator Fiscal for the Justices is immediately to report his proceedings to the Procurator Fiscal for the County, in order that he may follow out the necessary measures; as it is his particular duty to take notice of all higher offences, and as his accounts for the prosecution of those higher offences are passed and paid in Exchequer.
RESOLVED that the Clerk and Procurator Fiscal of the Justices ought not to take any steps with regard to the smaller offences committed within Burgh, it being the duty of Magistrates of Burghs to take charge of those offences.

RESOLVED, - That in future years those having claims upon the Rogue money of this County shall attend the Meeting of the Committee of Freeholders, at auditing the accounts, either by themselves or persons authorised by them, in order that the Committee may obtain such explanations as may be required, regarding any particular articles claimed in the accounts.

The Procurator Fiscal and Clerk in order to have their accounts modified will obtain from the Justice, who took the Precognition a Certificate annexed to the account, stating the number of hours occupied in the Procognition and in taking Declarations, the number of Sheets of which the Precognition consists, whether or not the Clerk did attend during the whole or any part of the Procognition, and the time for which the Constables and Concurrents were employed.

VIII. - RULES FOR STRIKING THE ANNUAL FIARS, SUBJECT TO ANY ALTERATIONS WHICH MAY BE THOUGHT EXPEDIENT BY THE SHERIFF. - OCTOBER 1, 1816.
RESOLVED in General Meeting, upon receiving a Report from the Committee appointed by the General Meeting of the County, on the thirtieth of April last, to enquire into the manner in which the Fiars Prices of Grain had usually been struck in this County; and to consider the fairest and best way to ascertain the medium prices of the different kinds of grain.
1st, That an equal proportion of the witnesses ought to be summoned from the different districts of the County, viz. from the Eastern, Western, Coastside, and Middle of the County; from Strathmore and the Braes.
2d, That no Farmer be summoned who does not occupy Seventy acres of arable Land.
3d, That the Schoolmasters of the different parishes be directed to send as early as possible, to the Sheriff Clerk's office in Forfar, the Tenants' names who are eligible in their respective parishes.
4th, That at least three Tenants in every District be summoned to attend at the striking of the Fiars, to be employed as Jurymen or to give evidence to the Jury.
5th, That the principal Corn-dealers in the County be summoned to attend, and that they be requested to have prepared a General Total of the quantity, with the medium of the prices of each kind of grain they have previously purchased of that year's crop; which they are to deliver upon Oath to the Jury, exclusive of any other information which may be required by the Jury.
6th, That a principal Baker and Brewer from each Royal Burgh be summoned to attend.
7th, That three principal Millers and Distillers in the County be summoned to attend.
8th, That the Fiars Prices shall be struck, not on the average of the number of sales by different witnesses, but on the average of the number of bolls sold. It is understood that the evidence to be given upon the sales of any kind of grain shall apply only to sales for legal purposes, and thus secure strict attention to the fair interest of all concerned.

The foregoing STANDING ORDERS of the County of Forfar, approved of in a General Meeting of Freeholders, Justices of Peace, and Commissioners of Supply, of the said Shire, held this day.
